Stellar Dart SDK

I am working on a Dart SDK for Stellar since Flutter is new big one for mobile cross-platform framework.

But is there any Dart SDK already exists? If not I will keep working on it and maybe release it before next SBC.

@jeff on Slack was talking about building a Dart SDK exactly a month ago today. IDK what progress there's been. I'll message him this thread now.

I think it will be possible to finish until December.

TweetNacl(100%) -> Dart SDK_Xdr(100%) -> Dart SDK(45%)

I'm going to submit it to the next SBC.
