am in a similar situation. I was using Stargazer 1.6, until I reinstalled windows 10. I reinstalled Stargazer wallet 1.7 and I recovered my wallet with my account seeds, but my account has zero balance. I have tried to send some lumens to reactivate my account, but it could not receive any lumens too.
