Reduce transaction costs when a foreign student pays for tuition/housing?

I am an economics professor at University of Arkansas at Fayetteville. Can Stellar help out and reduce transaction costs when a foreign student pays for tuition/housing to the university? If so, who at Stellar can I contact to help me with this issue?

The plan is to start with Chinese students who need to pay tuition in the United States and then Canada. However in China the student will still be using unionpay (the large card processor which is kind of like VISA/MC).

We should be starting the pilot in December.
