Only those who have influence and money - and this is not equal to good intentions, though. In Europe, there is a special anti-monopolistic laws prohibiting taking over a certain part of the market to prevent monopoly and give space to small enterprises to develop. There can not be a healthy economy with the monopolies dominance.
