Stellar Faucet

I propose to develop a Stellar Faucet in order to distribute some lumens to newcomers.
The faucet can be used once a day per public key and the user will recieve a random number of XLM.

Here are the rules for using the faucet:
1) The account must have a balance of x XLM.
2) The account must exists for x weeks.
3) The account must not be blacklisted
4) ... your ideas here ...

The faucet will be funded by donation (I will provide the first funds).

This may not be the best way to distribute Lumens to newcomers. Especially when you expect them to:

Already hold some Lumens
Be part of the community for some weeks

I understand that some limitations are required to stop people claiming too much with multiple accounts, but maybe this is not the best approach for newcomers.

I also don't think that you will get many donations. There are already many Lumen giveaways going on (90 Billion still need to be distributed) and I would rather donate to interesting projects and developments.
