Someone moved 100 Billion XLM from one wallet to another

You see the amount was 99,999,999,999

How is this possible if there are supposed to be 104 Billion XLMs in existence and 19B is supposed to be in circulation ?!?

I asked the question on Reddit and got blocked by moderators right away...

Unsettling but I am guessing it didn't actually do anything because the "payment" is not actually between two addresses but one address attempting to send to itself.

Also the account in question is a Binance account

After looking at the account more it is full of nonsense txs to itself so it must be for some internal Binance bookkeeping
