How to set Name for a Stellar account

Hello All,

On stellar.expert (and in some other places), some account are displayed with a name

It has the name Papaya.

While some others are not displayed with the name, such as.

https://stellar.expert/explorer/public/asset/PTT-GB6PEZ34A54AO7JK3IR3EWUS6YJGQ2ZKBZVRTY3VEK43XYLLJ566MRNT

Question, how to set the name up. It seems that it's neither in stellar.toml nor in federation server. I found nothing in documentation. Any help will be warmly welcome.

popular wallet address gets name tag by explorer ,

Depends on how often you use the wallet I guess, the more you use it the more 'popularity' you get, after a while you'll get the opportunity to rename the wallet address

Well, I'd wanted to buy it one day but then I was told it tasted the same as a mix of a cucumber and a melon or something so I got quite neutral after but I guess it's worth testing anyway
