Stellar Network down or having problems?

Last night several times the dashboard was not loading: https://dashboard.stellar.org/ (see image) then it was back but often saying "network slow". this morning it looked fine, but now again its not loading.

then I just tried to log into account viewer https://www.stellar.org/account-viewer/#!/

Does this mean the network is down or having problems? if so, anyone know what is going on?

Seems official horizon has been under ddos. Nothing to worry about because any application should rely on own horizon.

If any application has been impacted is a problem of application’s architecture which missing own horizon
