Must have roadmap and whitepaper. And all TOKEN from ICO will be hold by middle man. They only can withdraw money depend on what project they are working for. Sorry for my little english. OCTOPUS want go to Mars. He create an ICO with TOKEN name MARS and had funded 100$. Now he must create a spaceship. It's cost about 10$. So he only can withdraw 10$ from project.
