Yes, XLMpool is real. Every transfer of on Stellar .00001 XLM are collected. These fees are collected and redistributed in the process of inflation. XLMpool then redistributes the Lumens that were given to that account to the people that designate XLMpool where they want their "inflation vote" to go to.
