Firstly I used your command as is.

Nothing happened since the protocol version already was 10.
running:
curl -s "http://localhost:11626/info
also showed protocol version 10 before and after
Then I downgraded to version 9:
curl -s "http://localhost:11626/upgrades?mode=set&protocolversion=9&upgradetime=1970-01-01T00:00:00Z"
After this the managedata operation worked using stellar laboratory, but unfortunately the server does not return a response after any transaction anymore.
Furthermore I'm getting some errors now:

the changes are reverted and managedata yields op_not_supported_yet again
Do I need to downgrade horizon as well now?
Why didn't protocol version 10 work at all?
